Nexis Chain uses Proof of Authority: a fixed, genesis-defined validator set signs blocks strictly in round-robin order — only the validator whose turn it is (validators[block_number % validators.length]) may seal a given height. There's no liveness fallback: if the validator whose turn it is misses it, no one else can seal that height until it returns.
